U.S. Aid Visuality: The JCRR Issue
本期我們重返影響台灣戰後發展至關重要的美援年代,尋索過往在台灣影像歷史視野中遺落、但卻十分關鍵的美援時期台灣視覺歷程──「農復會」的影像檔案。
成立於1948年、以推行「三七五減租」和「耕者有其田」等土地改革與農業政策聞名的農復會(中國農村復興聯合委員會,JCRR),被認為是奠定二十世紀「台灣經驗」基礎的重要推手。然而很少人留意,這一農經專業的美援機構,在1950至60年代拍攝了大量的照片、幻燈、電影,並生產各種圖像、圖表、圖冊與海報,在冷戰年代與美援宣傳機制緊密連結,深深參與了戰後「台灣(視覺)經驗」的構成,影響著我們的視覺文化發展。
冷戰與美援如何形塑台灣的影像與視覺感知?本期專題透過採集考察眾多第一手的農復會早期攝影檔案、底片、圖像、影片與文獻資料,揭載鮮為人知的美援年代視覺工作,追尋這一段逐漸隱沒的戰後台灣攝影與美援視覺性的重要經歷。
其中,李威儀考掘農復會的歷史線索與視覺文本,探查美援的攝影檔案製程、「農復會攝影組」的成員蹤跡,以及文化冷戰期間從圖像、攝影到電影中的美援視覺路徑;蔡明諺分析1951年由農復會、美國經合分署與美國新聞處共同創辦的《豐年》半月刊,從語言、歌謠與漫畫等多元的視覺表現中,重新閱讀這份戰後最具代表性的台灣農村刊物潛在的意識形態構成與政治角力;楊子樵回看多部早期農教與政策宣傳影片,析論農復會在戰後台灣發展中的言說機制與感官部署,並從陳耀圻參與農復會出資拍攝的紀錄片計畫所採取的影音策略,一探冷戰時期「前衛」紀錄影像的可能形式;黃同弘訪查農復會在1950年代為進行土地與森林調查所展開的航空攝影,解析早期台灣航攝史的源起與美援關聯,揭開多張難得一見的戰後台灣地景航照檔案。
此外,我們也尋訪生於日治時期、曾任農復會與《豐年》攝影師的楊基炘(1923-2005)的攝影檔案,首度開啟他封存逾半世紀、收藏農復會攝影底片與文件的軍用彈藥箱和相紙盒,呈現楊基炘於農復會工作期間的重要文獻,並收錄他拍攝於美援年代、從未公開的攝影遺作與文字,重新探看他稱為「時代膠囊」的視覺檔案,展現楊基炘攝影生涯更為多樣的面向,同時反思「美援攝影」複雜的歷史情愁。
本期專欄中,李立鈞延續科學攝影的探討,從十九世紀末天文攝影的觀測技術,思考可見與不可見在認識論上的交互辨證;謝佩君關注影像的遠端傳輸技術史,檢視當代數位視覺政權中的權力、知識與美學機制。「攝影書製作現場」系列則由以珂羅版印刷著稱的日本「便利堂」印刷職人帶領,分享古典印刷傳承的工藝秘技。
在本期呈現的大量影像檔案中,讀者將會發現關於美援攝影的經歷與台灣歷史中的各種視覺經驗,還有許多故事值得我們深入訪查。感謝讀者這十年來與《攝影之聲》同行,希望下個十年裡,我們繼續一起探索影像的世界。

In this issue of VOP, we revisit the era of U.S. aid, a period that was of utmost importance to Taiwan’s post-war social and economic development, and explore Taiwan’s much forgotten but crucial visual journey during this era ── the visual archives of the JCRR.
Established in 1948, the Chinese-American Joint Commission on Rural Reconstruction, or the JCRR, is widely known for the implementation of various land reform and agricultural policies, such as the “375 rent reduction” and “Land-to-the-tiller” programs. Hence, the Commission is considered an important cornerstone to laying the foundations of the “Taiwan Experience” in the 20th century. That said, very few are aware that this U.S. aid organization specializing in agricultural economics was also closely associated with the American propaganda mechanism during the Cold War, and had in its possession countless photos, slides and movies, and produced various images, charts, pamphlets and posters. All these contributed to the formation of the post-war “Taiwan (Visual) Experience”, deeply influencing the development of our visual culture.
How exactly did the Cold War and U.S. aid shape Taiwan’s image and visual perception? This issue’s special feature uncovers the little-known visual activities from the U.S. aid era by investigating the collection of JCRR’s first-hand photo files, negatives, images, films and documents, and traces this important journey of post-war Taiwan photography and U.S. aid visuality that has gradually faded from people’s minds.
Among them, Lee Wei-I examines the historical clues and visual texts of the JCRR, and explores the production of the U.S. aid photographic archives, following the traces of the members of the “JCRR Photography Unit” and the trails of U.S. aid visuals during the Cold War from images and photography to films. Tsai Ming-Yen analyzes the diverse visual manifestations, such as languages, ballads and comics, contained in the semimonthly publication Harvest, which was co-founded by the JCRR, the U.S. Economic Cooperation Administration, and the U.S. Information Service in 1951, presenting a new take on the ideological and political struggles that were hidden beneath the pages of this agricultural publication that could also be said to be the most representative publication of the post-war era. Yang Zi-Qiao looks back at the early agricultural education and propaganda films, and analyzes the discourse and sensory deployment utilized by the JCRR in the development of a post-war Taiwan and the possibilities of the “avant garde” documentary films from the Cold War period through the audio-visual strategies gleaned from director Chen Yao-Chi’s documentary project that was funded by the JCRR. At the same time, Houng Tung-Hung checks out the aerial photography taken by the JCRR in the 1950s for land and forest surveys, and uncovers the origins of Taiwan’s aerial photography with U.S. aid, giving readers a rare glimpse at post-War Taiwan’s aerial landscape photographic archives.
In addition, we will explore the photographic archives of Yang Chih-Hsin (1923-2005), a former photographer who was born during the Japanese colonial period and worked for the JCRR and Harvest, unearthing negatives and documents kept away in the ammunition and photo-paper box that had stayed sealed for more than half a century. This feature presents important files of Yang during his time with JCRR, and photographs taken and written texts produced during the U.S. aid era but were never made public. We go through the visual archives enclosed in what he called a “time capsule”, shedding light on the diversity of his photography career, while reflecting on the complex historial sentiments towards “U.S. aid photography” at the same time.
Lee Li-Chun continues the discussion on scientific photography in his column, exploring the interactive dialectics between the seen and the unseen through the observation technology of astrophotography in the late nineteenth century. Hsieh Pei-Chun focuses on the history of the technology behind remote transmission of visuals and examines the power, knowledge and aesthetics that underlies contemporary digital visual regime. Finally, this issue’s “Photobook Making Case Study” is led by the printing experts at Japan’s Benrido, a workshop that is renowned for its mastery of the collotype printing technique.
Through the large collection of photographic archives presented in this issue, readers will see that there remain many stories on the photography process in the U.S. aid era and various types of visual experiences in Taiwan’s history that are waiting to be unearthed. We thank our readers for staying with VOP for the past decade and we look forward to another ten years of exploring the world of images with you.

校長、各位貴賓、師長,親愛的家長、同學、畢業生,還有所有螢幕前的觀眾朋友,大家好!我是臺大畢業生代表,心理學系四年級的林世峰。
四年來,真的很難忘,我們同學一起在新生書院互加好友,在醉月湖找校鵝,還到舟山路上觀察大笨鳥的慢動作,又騎腳踏車到溫州街裝文青,到118巷當吃貨。多希望一切歲月靜好,但新冠肺炎疫情揮之不去,年輕生命殞落的悲劇突然到來,讓我們成為最迷惘的一屆,也是最獨特的一屆。
學校的活動臨時停辦,線上課程堆積如山,畢業舞會、椰林辦桌又被忍痛取消,最後甚至連實體畢業典禮和謝師宴也成為永遠的遺憾。我有朋友被迫放棄出國交換的機會,而我夢寐以求的芬蘭教育見習也無法成行。計畫被打亂、不安變常態,我們卻又將面臨更多挑戰。
一天,我在溫州街二手書店翻到詹姆斯.卡斯的一句話,震撼了我。這位哲學家將人類活動分為兩種遊戲,他說:「有限遊戲以取勝為目的,無限遊戲以延續遊戲為目的。」當下我驚覺,或許求學路上感到煎熬,就是因為我們被困在有限的遊戲中。有限的學習是一場短跑,只是一種手段,是為了勝過別人來證明自己,而拼命地刷新履歷、獲得標籤。
我回想起大三的一晚,我陪高三的學弟妹們為大考奮戰,原本想說幫忙解題而已,但最後他們卻對我說 :「學長,我讀書感覺好空、好累、好悶……」、「學長,我學這些到底為了什麼……」
是啊!為了考試而讀書、為了標籤而學習,不問意義與價值,讓我們陷入空虛、疲憊與痛苦。於是,我和一群來自超過二十個不同科系的夥伴創立了「臺大青鳥教育社」,有來自超過五所大學甚至香港、加拿大的大學生,一起走進的社區、偏鄉引導國高中生探索學習意義和自我價值,我們一起描繪活用所學、開展生涯的美好未來。
驀然回首,當初那麼想到芬蘭,不就是為了回台灣實現讓學習更有意義的理想嗎?疫情是一位無形的嚴師,教導我們在變動中珍惜彼此,在家園築夢踏實,更讓我們重新發現,學習是一場無限的壯遊,本身就是一種目的,是為了提升自己來造福他人,而自在地探索未知、創造價值。
經過師生共同努力,今天的臺大更重視心輔資源,「防疫一號」、「線上杜鵑花節」、「未來大學」,都讓我們這最迷惘的一屆,不僅成為了最獨特的一屆,更將蛻變為最堅韌、最覺醒的一屆。無論如何我們堅信,來到生命的必有意義,即使畢業了、即使停課了,臺大人都將繼續沉思、繼續學習,在人生的無限遊戲,繼續締造壯舉,讓傅鐘在心裡迴響起,永不止息!
一路上感謝師長、同學,感謝親友、爸爸媽媽及阿公阿嬤。感謝臺大砥礪我們脫胎換骨。期許自己並祝福各位同學,艱難時刻盡己所能,抱持無限思維活學活用,超越自我、同理他人,我們一起創造共好的故事、貢獻宇宙的精神!我是林世峰,畢業後我們一起勇敢!謝謝大家!

President Kuan, distinguished guests, professors, parents, graduates, and friends on the screen, Hi! I am the valedictorian on behalf of graduates. I am Lin, Shih-Feng from the Department of Psychology.
The past transient four years brought me lasting remembrance. We made friends with classmates at Orientation Camp, searched for geese at Drunken Moon Lake, watched languid birds, Malayan Night Heron, on Zhoushan Road, biked to Wenzhou Street like a hipster and took a bite at the Lane 118. Although I dream that serene days live on, Covid-19 pandemic and the tragic loss of young lives suddenly happened. Hence, we have become the most puzzled and unique graduating class of 2021.
The events on campus were abruptly suspended. Online courses were augmented. The graduation prom and the feast at Palm Boulevard were cancelled. Even the onsite graduation ceremony and the banquet for thanking professors have become impossible but eternal regrets. One of my friends was forced to relinquish the opportunity to exchange abroad. And I could not fulfill my internship program of which I dream in Finland. Facing the disruption of planning and uncertainty as normalcy, we meet myriad challenges.
One day, I read a sentence written by James Carse in a second-hand bookstore on Wenzhou Street. To my astonishment, the philosopher categorizes human activities as two kinds of games. He said that "a finite game is played for the purpose of winning, an infinite game for the purpose of continuing the play.” All of a sudden, I realized that my struggling study arises from the trap of finite game. The limited learning like a sprint aims to prove superiority as means that we spare no effort to renew resume and acquire labels.
Reflecting back on one evening in my junior year, I accompanied third graders of high school who strived to prepare university entrance exam. I thought I could help answer their questions but eventually they said to me that “I felt aimless, exhausted, and suffocated…"“What is the purpose for learning indeed…?”
Right. Studying for exams and labels without inquiring into meaning and value could ensnare us within emptiness, exhaustion and pains. Therefore, I found NTU Avizure Education Club in partnership with peers from more than 20 departments. Students from over five universities including those from Hong Kong and Canada enter the community and guide middle and high schoolers to explore the meaning of learning and the value of self through application of what we have learned, leading to promising careers in the future.
While viewing the past and thinking of Finland, wasn’t it the ideal that I wish to accomplish after return to make learning more meaningful? The pandemic is an invisible stern teacher who teaches us to cherish each other in times of turmoil, to pursue dreams step by step in homeland, and to discover again. Learning is infinite grand journey embodied in a purpose, improving oneself to benefit others, exploring unknown, and creating value.
With joint endeavors of faculty and students, National Taiwan University today draws more attention to counseling resources. The Device of Epidemic Prevention No. 1, Azalea Festival online, and the University of Future project allow us as the most puzzled class to transform into the most unique and perseverant class with self-awareness. We firmly believe that anything that brings to the life gives meaning. Regardless of gradation and end of class, members of NTU would continue to consider and learn as well as proceed to accomplish in the infinite game of life. And the resonance of ringing the Full Bell in our mind never ceases.
I would like to extend my gratitude to professors, fellow classmates, family, friends, parents and grandparents in my path. Thank National Taiwan University for urging us to change. I expect each student and myself to transcend ourselves and to be compassionate toward others as active learners during trying times. We together create stories of common good and embrace the spirit to contribute to the universe. I am Lin, Shih-Feng. We are brave upon graduation. Thank you all.

建立全球視野的國際觀,才能拯救國民黨自卑自作賤的人格!
美國「外交」雜誌最新一篇報導,說明G7領袖聯合公報中納入台海和平安全的議題,代表「台灣海峽的危機將影響歐洲利益」的意識,越來越高漲。這篇名為:The EU’s Stake in the Taiwan Strait Issue(歐盟在台海問題上的利害關係)的報導,並說明讓七國同意這個議題被列入並不容易,內幕是:德國、法國的先頭部隊不敢決定,是到最後一天早上,才達成共識的!
報導最先指出這個聲明的意義說:「最新聲明表現岀一個海峽危機將能影響歐洲利益的意識越來越高漲」(Recent statements reflect growing awareness of how a crisis in the strait would impact European interests.)。
文中,整理出關注台海問題的用語,不斷出現的大事紀。這個句子是「我們強調台海和平穩定的重要性,並鼓勵和平解決兩岸問題」(We underscore the importance of peace and stability across the Taiwan Strait, and encourage the peaceful resolution of cross-Strait issues.)
這簡潔的句子首次出現在6/13 G-7高峰會公報中;
兩天後(6/15),同樣的內容也首次出現在歐美高峰會的共同聲明。
除此之外,強調台海和平與穩定的重要性,在2021 Q2幾個最高層級的聯合聲明中不斷出現,包括:

歐盟-日本高峰會、
美韓高峰會、
五月的G7外交行動部長會議、
四月的日美高峰會議。
今年的G7,目標是肺炎大流行的恢復及「重建要更好」,十分受到關注,世界各地的政治領袖全都在密切關注:美國新政府及其合作夥伴如何就議程進行談判。 包括什麼議題將成為他們的共同優先事項。

The inclusion of the Taiwan Strait issue as a shared agenda item – under the “Global Responsibility and International Action” heading – was not an easy decision among the seven capitals. According to political and diplomatic sources cited by a Tokyo-based news agency, before the summit, the G-7 sherpas of France and Germany argued that since the Taiwan Strait issue had been touched upon clearly in the Foreign Ministers’ joint statement a month ago already, it might not be necessary to bring up the issue in the leaders’ communiqué. France and Germany were looking to mitigate the irritations to Beijing. The U.S. and Japanese representatives, on the other hand, suggested the necessity of such a move, arguing that the situation in the Taiwan Strait is a topic closely linked to their national security and that failing to mention it would deliver the wrong impression that the leaders collectively have no concerns over the issue. The sherpas thus left the decision to the heads of state and government over the course of the summit. It was not until the morning of the last day of the summit that French President Emmanuel Macron and German Chancellor Angela Merkel agreed on including the Taiwan Strait issue in the communiqué.
